In this case the ways, because they're not A-B "routes" as such, they're just connections. Creating 50 relations, one for every single little connection in Cambridge, some containing only one way, would be busywork and not add any extra meaning.<br />

But there's no reason why a network relation shouldn't contain route relations, of course, just as a route relation can and does contain other route relations.<br />
