<p>No, my proposal is not complete. It is the first time I am
writing one and I understood the process as iteration until agreed
and then entering voting state. So I am very happy with your
comments and I will try to respond to your raised issues:<br>

<p>I propose to map it as a boundary as it is usually defined as
such by the cities. Also, it covers a quite large zone and would
be painful to map and especially to adapt if zones are modified. I
have have added this to the proposal.<br>
</p>
<p>Looking closely at the parking-condition=residents, it seems
actually to match my use case - but is cumbersome to map way by
way (if there is not a respective plugin?).<br>
</p>
<p>Concerning your references, I am not sure to understand. I have
linked some cities in my proposal which show the parking zones
exactly as polygons, for example: <a

Maybe you can explain me once more the issue?</p>

Leaving the questions apart, I presume that your proposal is not
suitable for the situation in Germany [1]. In Germany, a
residential parking zone must not be larger than 1000 m. Within
that zones at daytime (9:00 am to 6:00 pm) no more than 50% of the
parking spaces must be reserved for residents. At night, no more
than 75% must be reserved for residents. The other areas are
either without any ruling, for charge or require a parking disc.
The places available for every motorist are usually located next
to shops and other POIs, not in quiet side streets. As an result,
you do not have a homogenous zone such as an "Umweltzone"
(low-emission zone). Instead, you have streets with real zone
signage [2] and streets with dozens of traffic signs [3].

In Germany, residential parking zones are called zones by
politicans and administrations but in practice, they are scattered
roads but no clean polygons. And on private property, parking
depends on the will of the land owner.
