Single aspect traffic signals like those seem like a good
candidate for highway=traffic_signals
and traffic_signals=blinker.
I tend not to map these as they're usually of insignificant
interest compared to the other possibilities for tagging,
such as the signal ahead sign or the stop sign they're
mounted at.

I have seen 2 of them that I can recall. I noticed the flashing
lights but have not bothered to read any signs as there function
is fairly obvious.

They warn the approaching traffic that the traffic lights (that
cannot be seen from these warning lights) are red, or about to be
red. As such they do not constantly flash.

In one location a few people were killed by a truck going through
the red lights, I know this location well. In both those locations
they would be significant safety factors for trucks.

In Australia I cannot recall any blinking lights attached to a
simple stop sign. There are some red flashing lights at level
railway crossings that have a sign 'Stop when Lights Flash" but
that is about as close as I have seen.
