<p>In what way is this different from a mechanical edit? Presumably
the user should do some sanity checking to check e.g. that <br>
</p>

<li>This "high commission" isn't in the middle of the Atlantic
Ocean?</li>
<li>It is plausible that country A has a high commission in this
location in country B?</li>
</ul>
<p>What other differences are there between this and a mechanical
edit?</p>
