          are moored, floating rafts, used to grow reeds & other
          aquatic plants, which are anchored in front of storm-water
          drains so as to improve water quality.</div>

        <div>TI says that leisure=raft is used twice (once as "yes"
          & the other as "designated"), but these aren't for leisure
          purposes.</div>

    <p>For the structure .. man_made=raft? I would think this extends
      over a larger area then the plants. <br>

    <p>I'd assume these are anchored? So anchored=yes?</p>

    <p>And for the farming ... landuse=hydroponics ? <br>

    <p>Possibly these are actually nurseries that grow the plants that
      are, when mature, planted in front of storm water outlets?
