I second this. There is one heritage:operator=nrhp near Gibraltar, is it the US entity?<br>

Not sure about the heritage:operator value, spelling it out would be the usual way, on the other hand having the same value as appears in the specific ref key is appealing and the full name is quite long. A country code prefix should be helpful to reduce ambiguity.<br>
