<p>I just went back to the beginning of the discussion. <br>

<p>In Germany it makes no sense to talk about "semi pharmacies" for
there are special laws about pharmacies where in detail the
licensing and the duties of pharmacies are regulated. (ApoG =
Apotheken Gesetz and ApBetrO Apotheken Betriebs Ordnung - pharmacy
operating regulation).<br>

<p>The pharmacies are obliged to fulfill the prescriptions which
include preparations. (Sometimes pharmacists don't like that,
especially in unusual preparations, and there may be some
resistance against preparations)<br>
</p>
<p>The pharmacies are obliged to organize the availability of the
drugs 24/24 7/7, usually by a system of changing duties.</p>
<p>Therefore it won't be useful to tag anything in Germany with
amenity=pharmacy and preparing=no for this would question the
tagging amenity=pharmacy at all.</p>
<p>According to "local" national German law it makes a great
difference because prescription drugs and some other freely
available drugs can only be obtained at regular pharmacies. (this
includes substances like aspirin, paracetamol, cetirizin and so
on, that can be obtained in other countries in the supermarket).
So it is really important to make a clear distinction. If you need
one of these drugs, you have to go to a pharmacy and not to some
other place where they sell for example herbal drugs which are not
controlled. (I saw exceptions - but they are illegal... Russian
supermarket with freely offered analgetics on a desk, I think the
people even weren't aware what they are doing by importing and
reselling such drugs. It won't be a good idea to tag that as
semipharmacy...)<br>

<p>This is a good example that the definition and meaning of a tag
can vary between nations and regions. There may be places where
the distinction of "semi pharmacies" would make sense. There may
be places where the tagging of night service at pharmacies would
make sense. In Germany it doesn't. Default is "night
opening=sometimes - see local information".<br>
