      "Requires office=diplomatic and diplomatic=consulate on a node". 
      I don't know if you think that that is supposed to be true or not,
      but it's not how I read the proposal.</p>
    <p>The dead link to honorary_consulate seems to have been fixed -
      thanks to whoever did that.</p>
