I am unsure about using the word <a moz-do-not-send="true" href="https://wiki.openstreetmap.org/wiki/Key:access">access</a> in the tag here, because its wiki page states clearly:

Generally, in my utopian dreams, there would be <b>acess:legal</b> and <b>access:physical</b>. But we have to deal with the fact that exists right now.
My proposal is to find a word that describes "the ability to physically use/pass/access a way/object/node" concisely and possibly one-worded. <b>bypass</b> is only valid for gates,
it would be desirable to have a general tagging scheme for physical access despite legal conditions.
Ultimately, <b>locked </b>is a physical access tag, although not refined enough.
I think this is becoming a discussion about which tags to use to refine the <b>locked=yes</b> tag.
It would be wise to address the issue of a missing general physical access tag. But if this is over the top, i suggest to go with <b>bypass.</b>
Other points:

<pre>- I approve the idea of imposing a 2 min delay for routing on gates with explicit <b>locked=no</b> tag.
- The wiki page of gate should be updated to mention the use of locked in more detail. Currently it is only displayed in the useful combinations section.
As I am new here on OSM, please be patient with my utopian wish to change everything completely.
