[talk-au] API 0.5 gpx upload

Josh,

Check the general talk list (you can look at the archives on the
website).  Some time on the weekend there was a message about how the
tracks database was having trouble, and I think they said they had
disabled the upload while they sorted it out.  Sounds like it must
still be down.
