Is there an agreement on how many segments to divide road into ?.

A road that's only a few km long would only be created from one segment. A
road that's tens of km long should obviously be created from multiple
segments.

But is it reasonable to have many segments, each only half a km long ?

Advantages of multiple short segments -
 - the name appears often
 - allows details to be varied e.g. maxspeed
 - allows road classification to change

Disadvantages of multiple short segments - 
 - the street name is more likely to obscure the name of cross-streets
 - will it appear as multiple streets in a directory e.g. will there be four
"Smith Street"s in "Jonesville" appearing in an alphabetical listing ?
