The number refers to the total number of lanes of the way. They should be tagged with "lanes=2" although AFAIK it is meaningless & not required if it is a bi-directional road (as per the second example on the web page below). Would be interested in knowing if this is 'standard' practice or whether EVERY way should have a lanes tag.<br>
