<p>Basically no unless you have explicit approval from Gold Coast
Council.</p>
<p>It has more to do with osm user conditions than whether or not
GCC licence is compatible. It's the section that says something
like "you own the data or have explicit permission to use it".<br>
</p>
<p>If the data licence was compatible and you received explicit
approval from GCC then you could use this data.</p>
