This comes from several sources - local commercial campsites
loosing business, littering, bad behavior. An excuse is that the
driver found themselves so fatigued they had to stop and rest ..
and slept, should 'work' for an overnight. <br>

seen any distinction between ‘stop over places’ and ‘rest areas’
