    <p>Housing estates are simply pieces of land that have been
      developed and sub divided by a 'developer' - once finished the
      houses are sold off and the roads, water pipes, sewage pipes,
      electricity supply etc etc and 'given' by the 'developer' to the
      respective bodies - thus the maintenance is no longer the
      'developers'. The council may also require parklands, a local
      library as part of the development. If the community is gated then
      they may have to maintain things, do rubbish collection and
      disposal ... <br>
