<p>If we wanted to alleviate the explicitly conditional problem, you could combine the following:</p>
<p>vehicle:conditional=discouraged @ (Dec-Apr “Impassable during wet season”)</p>
<p>vehicle:conditional=no @ (Dec-Apr and wet)</p>
<p>By leaving it discouraged without further info gives wiggle room for legal access when the road is passable.</p>
