I don't think the gov data will have 'all roads' ... some of them are <br>
'private' but still present in OSM.<br>

There is considerable variation between what people think is a <br>
particular road classification is. Having said that .. most people are <br>
not too worried about the variation as outback road conditions change so <br>
much with traffic and weather.<br>
