The CC BY waiver we have covers "Spatial Web Services licensed CC BY 4.0",
which at the time was for a set of REST web services listed at
<a class="moz-txt-link-freetext" href="https://www.spatial.nsw.gov.au/products_and_services/web_services">https://www.spatial.nsw.gov.au/products_and_services/web_services</a>, the
contents of that page changed slightly and now includes the  NSW
Foundational Spatial Data Framework (FSDF) data themes through the Spatial
Collaboration Portal.

So my view is that CC BY licensed foundation spatial data via the Spatial
Collaboration Portal is covered by our waiver and we can continue to use it.

worth looking to see what data we might be seeking to access. It includes
"Unincorporated - Sydney Harbour Area" and "Unincorporated - Botany Bay
Area".  The Sydney Harbour Area includes much of Parramatta and Lane Cove
Rivers as well as various bays such as Homebush Bay and Canada Bay. OSM
currently shows the limits of LGAs administered by councils but does not
show the Unincorporated Sydney Harbour area.

The recent mapping showing islands in the harbour as Unincorporated Sydney
Harbour appears to be incorrect as the harbour itself is part of the area
as well as the islands within the harbour.

I agree. If we want an Unincorporated Sydney Harbour area in OSM then
<a class="moz-txt-link-freetext" href="https://www.openstreetmap.org/relation/18183667">https://www.openstreetmap.org/relation/18183667</a> should just become the
whole harbour boundary including the islands and not a bunch of small areas
like it currently is.

Although I'm conscious that the source data we are using here is just one
representation of the situation and it doesn't always mean we should have
the same representation in OSM. In this case though I can't see any reason
to not include the water areas.

It also looks like the Sydney Harbour area is using a particular high tide
mark for the boundary, and I'd favour aligning it to the harbour boundary
we have in OSM, by using the existing ways as the relation outers.
