quick question about how to tag the border of a canal and small stream.<br>

The main purpose as far as I'm concerned are as service way, so I'm<br>
inclined to tag them as such.<br>
<br>
But they are also very popular for cycling, and I see people before me<br>
have tagged parts of them as 'highway: cycleway'.<br>
<br>
So what's the correct way to do it:<br>
<br>
highway: cycleway or highway: bicycle.<br>
