According to me, the best solution would be to have two distinct tags: one for
population-size, and one for administrative level (stad, gemeente, dorp, ... but
something conclusive). Then you could leave it up to the renderer to choose
between the two. But I guess it's a little too late to implement that now.
More in general, some of the tags in OSM are quite strange. For example, I try
to be consequent when choosing between residential roads and unclassified ones,
but there will always be a factor of subjectiveness... Opinions?

<br />I agree with Lennard and you : this solution puts the information at hand for later usage.

<br />I am just curious about the importance of hierarchic centres, even small, on the basic infrastructure of historic mesh covering our old countries.
<br />For instance, the persistency of old Roman roads (Romeinse Steenwegen) in our landscape stirred my imagination when I was young (I am born along the Bavai-Tongeren Roman path).

So whether a place has city rights is a better indication of the place

hierarchy? On one side you'd have Heist-op-den-Berg with a population
of

around 40000, but without city rights, and on the other side you'd have
Mesen

with 1000 inhabitants, but with city rights. So Mesen should show up as a

important place on the map because of its status as a city?
