The problem is mainly with your rendering I think. Normally, boundaries are ways with the tag boundary=administrative and an admin level. But those tags are of minor importance.<br><br>The most important thing in a boundary is the relation to which it belongs. In this case, one of the boundaries you refer to (<a href="http://www.openstreetmap.org/browse/way/89758452">http://www.openstreetmap.org/browse/way/89758452</a>) is wrongfully tagged with admin_level=8, but it's a member of the relation of e.g. West-Flanders, with admin_level=6. <a href="http://www.openstreetmap.org/browse/relation/416271">http://www.openstreetmap.org/browse/relation/416271</a><br>
