In my area (Mol) most towpaths (which is the correct English
term for "jaagpad") have no traffic restrictions at all.
Technically they are just "unclassified" roads. Maybe we should
be creative and start tagging them as highway=towpath ? ... and
add restrictions as indicated by traffic signs ?

Lots of key/value inspiration. They are
accurate afaik. The road is an unpaved
'gravel-like' road, but hardened by usage. a
tad dangerous as there is no security between
the path and the Zenne.<br>
