    Right, access=no is legal.  <br>
    Note to other replies: the problem is not (only) surface but
    (mostly) vegetation.<br>
    Best info is Google search "osm impassable" (also "osm impassible"
    due to usual phonetic spelling mistakes)<br>
    "whoever is responsible...<br>
    Unfortunately, official authorities don't reply to more important
    and easier requests than that.<br>
    As I wrote in that article, best luck is suggesting boy scouts or a
    nature lovers group to clean it up.<br>
    Regarding <a
      href="http://www.openstreetmap.org/browse/way/165630696">another
      path that was restored by a local school</a>, they distributed a
    leaflet announcing the event.<br>
    It proudly exhibited a small overwritten ugly map, probably Google,
    and announced an opening ceremony.<br>
    I mapped the path, managed to find their e-mail address that was
    missing as usual, and sent them the URL.<br>
    They were extremely delighted !!!<br>
    I have just noticed the authorities have placed a sign lately. Some
    more work.<br>
    So, advice: if you do: make it an event ;-)<br>
