It's true but it can just add a POI (and upload a GPX
trace, and file a bug).<br>
If it's what it's all about here and if it's worth it,
I can introduce an Osmand request.<br>

I mean that Osmand cannot generally update (edit) the map but that
in can <b>just</b> add/update/delete a POI.<br>
In fact, it can modify any tag on a node (waypoint) but it can't
move them or deal with ways, let alone relations.<br>
It can also add GPX traces and OSM Notes.<br>

If you open the last changeset of the user in question

you will see that it is tagged "created_by=iD 1.5.3".
The same for all changesets of this user that I
checked. That is why I assume he uses iD (the standard
editor you get when you click "Edit" on the main map).
If Osmand puts that tag, it is a bug. But as long as
there is no proof of it I would wait with a bugreport.
Here there is no proof, only a suggestive username.</div>

I checked that Osmand correctly identifies itself and the user name
in change sets, except for Notes which can be written without
identification. It stacks all requests, possibly offline, and
they're sent in a batch.<br>

Wouldn't it be a nice feature to be able to send a user a message
like "Subject: read before updating" that would block the updates?
Unfortunately, our world would make fear for abuse. We're not in
paradise and even there I've heard that God's coordinates are kept
secret.<br>
