If the lane is also regulary opened with heavy traffic (<a
href="http://nl.wikipedia.org/wiki/Spitsstrook">spitsstrook</a>) then
it should be counted (lanes=2), if it is only used for emergencies it
is a shoulder and should not be counted (lanes=1).<br>
Just my take.<br>
