The order is from left to right as seen in the <a
href="https://wiki.openstreetmap.org/wiki/Lanes#Two_driving_directions">direction
of the traffic</a>, not the road (arrow).<br>
There is a<a href="https://wiki.openstreetmap.org/wiki/Lanes#JOSM">
style for Josm</a>, that visualises the road.<br>
