I had guessed before reading the replies to Jakka that this was the
problem.<br>
Unduly sharing nodes and even ways are a real nuisance.<br>
The worst examples are landuse, which often share nodes and ways
with everything.<br>
One way to fix that is to have JOSM select the landuse, do a global
G (icon ←→ : Duplicate nodes that are used by multiple ways) and to
move the landuse aside a tiny bit. I wish JOSM were able to send
the author an automatic message to check their doings.<br>
In the case of boundary ways, boundaries are so complicated that the
risk is high to destroy it by a non-specialist. I've seen that.<br>

I once detached a power line from a cycle way in Beyne-Heusay.<br>
Some people don't realize that it extremely dangerous to catch a 22
kV wire in the pedals <span class="moz-smiley-s3"><span> ;-) </span></span><br>
