<p>I don't think that, what was first, is always relevant. Your cycleway 'tunnel' is a bridge. A tunnel has to go in depth or under a lot of other things (not a simple crossing).</p>
<p>A bridge is in general less thick then the height of the passage.</p>
<p>Or the height of a tunnel is less than half the level difference.</p>
