The Canadian tagging guidelines (<a href="https://wiki.openstreetmap.org/wiki/Canadian_tagging_guidelines#Regional_roadways_.28below_provincially_controlled.29">https://wiki.openstreetmap.org/wiki/Canadian_tagging_guidelines#Regional_roadways_.28below_provincially_controlled.29</a>) recommend using unclassified when not in residential areas, and that's how I've been tagging. The CANVEC imports generally use residential as you describe which has led to a lot of mis-tagged highways, but I wouldn't say this is a consensus agreement that this is how we want it to be. It’s just how the data was imported.
