 on the restrictions talk page, <a href="http://wiki.openstreetmap.org/wiki/Talk:Relation:restriction#No_Turn_On_Red" target="_blank">
here</a>, and someone suggested that because the restriction value starts with 'no_', it is, and should be, treated like an absolute restriction which prevents any turns from the 'from' way to the 'to' way.<o:p></o:p></span></p>
