So if I understand correctly Paul, CC0 or any other license would require permission as a bypass to the license, even though it would be considered compatible with ODBL.<br>

No. CC0 is compatible with the ODbL, so you can just go ahead and use the data*, subject to any conditions the community has developed around imports.<br>
