Hi Andrew,

I'm the one mostly responsible for setting up the second and
final Toronto Building Import. Sorry we didn't make it out to you
- I had to draw the line somewhere to avoid setting up a task
manager that tried to cover all of Ontario.

My advice would be to treat this like a fully separate import,
though one with a data source that has already been mostly vetted,
argued over, compromised on, etc.

That is, your first step is to outline a detailed import plan on
the OSM wiki, following the guidelines required for documentation
of any import.
https://wiki.openstreetmap.org/wiki/Import/Guidelines
Just for example:
* What is the scope of the import?
* What data exactly will be imported?
* How will you conflate the data (not duplicate, overwrite, or
overlap existing buildings)?
* Who have you talked to about this? Is there buy in? Have you
addressed any concerns raised?
* etc.

So first document the plan as fully as possible, second reach out
to local mappers (this is a good start but you'll need to do more
as well, plus notifying the imports mailing list), finally revise
the plan as necessary and build consensus with interested parties.
If no outstanding concerns or roadblocks remain, after a while you
may proceed with the import.

Doing an import properly is a big process, but I think there is a
lot of interest around here in getting a more complete map of
building footprints into OSM. The most important thing is to take
it slowly and make sure everything is well thought out and that
people have a chance to chime in and provide feedback on the
proposal.

Best,
