the City of Ottawa that had been released to Google under a Google
dictated license which was far less restrictive than the open data
license they had at the time. Basically Google could do what they liked
with it. When questioned the formal answer came back the City did not
need to release its data to everyone under the same license. So just
because the data has been released under a specific license to Stats
Canada does not mean all their open data is licensed for use by everyone
under the same license.
looked closer while filtering the data for the Region of
Waterloo,[0] and the metadata document is actually pretty clear that
they did collate this data from public sources where they deemed it
compatible with the OGL Canada:

"Across Canada, local governments create and maintain civic addresses.
The ODA derives its record directly from these authoritative sources,
which made these records available under an open data license compatible
with the Government of Canada Open Data License." [1]
It goes on with language making it pretty clear they consider the data
to be compatible via the respective licenses, not some privileged
position from being StatCan.

Would it be worth reaching out to the legal team to see if this means we
can approve all the licenses they list in Data_Sources.csv? That's a lot
of potential data aside from addresses that could be very useful...

Interesting question, you obviously haven't
met the guys at Statistics
Canada. Basically in order for Stats to release the data as part of any
survey etc they need it to be licensed to them in a form they can use.
Once that is done then Stats can do with it as they please. They make a
lot of money out of producing surveys by combining data that show where
the best location for a new coffee shop etc. is and that is often the
driving force behind their geo data side.
