DWG member Paul Norman has implemented a 24 hour account block on<br>
contributor Marc Sibert, citing as justification the import guideline<br>
concerning use of a dedicated account. Marc Sibert is a very active<br>
member of the French OSM community, and there is overwhelming agreement<br>
in the French Openstreetmap community that this aspect of the import<br>
guidelines is not appropriate for semi-automated imports from the French<br>
cadastre.<br>

I would therefore like to request that this block be revoked, and that<br>
DWG accept that established local mapping pratices take precedence over<br>
ex cathedra dogma.<br>

Please understand that the semi-automated imports from the French<br>
cadastre are different from traditional imports in a number of ways:<br>
<br>
- contributors make a substantial amount of work on the raw data<br>
before sending it to OSM: correcting overlaps, removing useless<br>
nodes, removing duplicate ways, merging with existing (manually<br>
traced) buildings. This work often takes multiple hours for a single<br>
administrative entity. In no way is this bot-like activity.<br>
<br>
- contributors often trace roads and tag their names from the cadastre<br>
within the same changeset.<br>
<br>
- cadastre semi-automated imports are, by definition, highly localized<br>
geographically.<br>
<br>

The French community is well aware of the existence of some abusive<br>
cadastre imports, where contributors have not cleaned the raw data<br>
before importing and have not completed the highway data. However, these<br>
are generally identified quickly and the lazy/uninformed contributors<br>
are pointed to the cadastre import guidelines. Please note that this is<br>
a DISTINCT PROBLEM FROM USE OF A SEPARATE ACCOUNT.<br>
