[oxoncotswolds] Joining "Users in East Cotswolds"

There are now many more osm people in The East Cotswolds than the
three of you shown at
 http://wiki.openstreetmap.org/wiki/Category:Users_in_East_Cotswolds

My hope that entries would be automatic from a user's location seems
wrong. A quick search on the wiki did not reveal the entry mechanism.
It can't be just editing the wiki page, can it?

Can someone offer a clue?

I only stumbled across this list and 
 http://wiki.openstreetmap.org/wiki/East_Cotswolds 
a couple of years after I starting mapping. How are new users in our area
supposed to know that it exists?
