If you put a copyright symbol on something you produce (e.g. if you 
upload it to a flexible map renderer, or paste it in in Photoshop), 
you're the one infringing copyright, not OSM. But it is still infringing 
copyright.

Interestingly the Government recognises this is all horrendous and is 
looking at simplifying the law, especially for non-commercial use.
