You are just thinking about cars, what about foot routing/planning(sorry I meant to make that clear in my last e-mail)

If we are creating a specification for open or unlocked, we might as well include locked. Especially on foot it can be helpful to know the gate you see up ahead is usually locked, but if you go another way there is an unlocked gate. Don't restrict the uses of OSM by restricting the data.

Perhaps this makes sense in rural areas where you may drive along a
track and open gates on your way. However, in a city, either there is
a closed gate blocking the route or there is not. No car driver would
ever get out and open someone else's gate to drive through someone
else's property without permission. Whether it's physically locked,
or just closed, is not important.

And I expect that most mappers cannot find out the difference - I wouldn't
want to walk the streets rattling each closed gate I find to see whether
it is 'locked' or 'closed'.

So I suggest that in city areas, 99% of the time what matters is whether
the gate is usually left open or usually left closed. More subtle matters
of private versus permissive access, or locked-with-a-key versus
closed-but-not-locked, could be tagged by those who are really interested,
but aren't the main issue.
