</blockquote></div><div><br>I'm not sure if this has come up before, but inner London council's are not obliged to hold a "definitive map & statement" for public rights of way. The Ramblers association have  a campaign to encourage inner london councils to create definitive maps, but I assume the Ramblers association are not really bothered about the copyright issues.<br>
