<div dir="ltr"><div><div>I'd have thought this is because definitive maps were compiled at parish level on paper and the identifiers created are based on those paper documents not an IT system. Parish councils don't have responsibility for the upkeep of rights of way, that is the responsibility of the local highway authority (County Council or Unitary Authority).<br>
