<div dir="ltr"><div>In my view this is a highway=unclassified as originally mapped. It has pavements (sidewalks) and parking restrictions (yellow lines) as well as business premises fronting onto the street. Each of these on their own would suggest unclassified. (Relatively few streets in central London will be residential).<br></div><div><br></div><div>A <a href="https://os.openstreetmap.org/#zoom=17&lat=51.517883&lon=-0.12941">useful guide</a> is the OS StreetView layer on <a href="http://os.openstreetmap.org">os.openstreetmap.org</a> where typically service roads are shown in grey without a casing. Note that mews which are shown on OS StreetView as service are usually mapped as residential.<br></div><div><br></div><div>I've <a href="https://wiki.openstreetmap.org/wiki/File:Scarborough_rear_access_service_road.JPG">uploaded</a> a classic case from the North of England of a service road which could be tagged as service alley (although <a href="https://www.openstreetmap.org/way/58829041">it isn't</a>, possibly because the usage was not well established back in 2009 when I mapped it). As others have said these are extremely common in certain types of housing (although in Greater Manchester & Merseyside many are now gated to limit access to residents.
