It does seem a little short-sighted to disallow pedestrians, or require them to have a permit. Not everyone can drive and this is making life difficult.. ironic that
<b>recycling</b> centres discourage a mode of transport like walking, which, with cycling, is probably the greenest method of transport!</div>

Round here (Southampton) they used to have a pedestrian-friendly, city-centre-located place, which a few years ago was replaced by an awkward-to-get-to pedestrian-unfriendly location in the suburbs.</div>

Another feature that was also a little irritating (not sure if still the case, and this may have been Hampshire, not Southampton) was the 16:00 closing time in the winter half of the year, namely Oct-Mar inclusive. Given that sunset is after 17:00 for most
of October, February and March, that seemed a little early.</div>

Hmm. I have used (and mapped) these in both Oxfordshire and Cornwall.
Both appeared to cater only for vehicles, but I don't think they
actually displayed any notices to that effect. I don't know what would
happen if a pedestrian turned up with a wheelbarrow of waste or a
rucksac of rubbish even if they could walk along the long access roads.
How would you tag that for access? Similarly I have never been asked to
prove residence.
