In effect I am rendering option 4 in my 9th January email, doing so to highlight the QA issues where addr:place has been incorrectly used. This doesn't change my conclusion from 9th Jan that addr:substreet is needed to provide certainty to those data users that need it and cannot rely on attempting to automatically adjust for mis-use of addr:place.
