We're at risk of going over the same ground here so it is perhaps better to refer back to some of the earlier emails. On addr:place in particular, the December 2021 emails from Sarah are worth reading as these set out the context of why addr:place exists and it's most common incorrect use. As such the _tag_ addr:place is not neutral and in fact has a meaning. OpenStreetMap is a project of continual change. As long as the change is making an improvement then I think it's good. So in this case, where addr:place has been incorrectly used for a settlement name, then changing it to addr:suburb is an improvement.

"Place" is neutral in that it makes no implication of absolute or relative size or importance, so in that respect it can never be wrong. "Suburb" on the other hand implies something about both size and importance, so it may be easy for it to be inappropriate.
