    <p>Philosophically - if the roundabout is not navigable at 60mph
      then any incident which occurs is dependant on culpability for
      careless, dangerous or reckless driving - I suspect that is the
      thought of a local authority or police officer.</p>

            the National Speed Limit still applies there... ... but
            which one?  The roundabout is a sort-of dual carriageway;
            you are separated from the traffic going in the opposite
            direction by a whatever is in the centre of the roundabout
            (kerb, grass, trees, grass, kerb). </div>
