This is a common case of a "dependent thoroughfare" [1]. We have <br>
recently came to a conclusion [2] this should be mapped as:<br>

A possible complication (probably not in this case) is when no physical <br>
street with a name matching addr:street exists. Both addr:substreet and <br>
addr:place were suggested instead (both their own problems).<br>

My own preference would be addr:substreet+addr:street as it better <br>
matches RM conventions. We are trying to make use of an <br>
addr:parentstreet tag, which is already well established in OSM.<br>
