<p>Looking at the new Highway Code on the governments website the
law for cycles is based upon</p>
<h3 id="rule64">Rule 64</h3>
<p>You <strong>MUST NOT</strong> cycle on a pavement.</p>
<p><strong>Laws <a rel="external"
href="cid:part1.9opFrHca.BK8M7tPT@gmail.com"
moz-do-not-send="false"><abbr title="Highway Act">HA</abbr>
1835 sect 72</a> & <a rel="external"
href="http://www.legislation.gov.uk/ukpga/1984/54/section/129"><abbr
title="Roads (Scotland) Act">R(S)A</abbr> sect 129</a></strong></p>
<p>I can see no reference to manual scooters or roller skates in the
Highway Code. The HA 1835 sect 72 refers to riding on footpaths -
and this is the basis for cycling. It is a small legal step to
infer/imply that manual scooters and roller skates and skateboards
will fall foul of this law - it can be argued that they are
riding.<br>

<p>Footpath is for foot passengers, anything else especially with
wheels is not permitted unless specifically permitted. <br>
</p>
<p>In practice unless someone complains, gets hurt or anything gets
damaged then infractions are often ignored. <br>
</p>
<p>This is for England and Wales only. Scotland in that reference
above is written quite differently and specifically mentions pedal
cycles - but that is my only observation for Scotland.</p>
<p>Back to the original point - my view is that if a footway along
side a road has permitted cyclists then it should be mapped as a
separate cycleway/footway even if it is only separated by a kerb.<br>

<p>Wonder how hover boards will be treated . . . . .. ?<br>
