    I suspect Jun (& possibly you?) are confusing the layer tag with
    the level tag.<br>

    I'm not saying Jun's edits are correct, but the layer tag has no
    relevance to real world levels.<br>
    The tag only refers to other entities overlapping similar space in
    plan.<br>
    It was created purely to help renderers determine which item to
    display on top or underneath.<br>

    Adjacent entities at the same *level* can have /different/ *layer*
    tags.<br>
    <br>
    Your fourth bullet looks legit as there's a pathway passing under
    the building.<br>
