Please do email them and ask though. I would try to avoid any "oh no it isn't" tagging. So I think not<br>
amenity=bicycle_parking, in my opinion, since if you turned up there<br>
with your own bike, you'd be disappointed to find that it's not<br>
(intended) for use as regular bike parking.<br>

For amenity=bicycle_rental I guess that's appropriate, since all these<br>
may or may not have bikes available. I'm not sure what<br>
"bicycle_rental=dropoff_point" implies, since what's shown here isn't<br>
substantially different from how a normal bike rental point operates<br>
(e.g. Santander bikes) - there's spaces for bikes, there might be some<br>
to hire, there might be space to dropoff, if a bike is dropped off you<br>
can subsequently rent it. Aside from dockless schemes, I've used<br>
non-dockless bike rental in other cities (e.g. Wavelo in Krakow) where<br>
the dock locations were just bits of bent metal to attach the bikes<br>
to, the bikes had all the gubbins including a built-in d-lock, so<br>
what's pictured here is functionally the same as those.<br>

Of course, there can be a case made that if these are in a borough<br>
which has no active bike hire schemes, then they are disused!<br>
