and if you zoom in to Elmstead Market and click on either the section I mentioned or the bit of Clacton Road to the east of the village centre crossroads, the map highlights both as a single road, with Colchester Road being the bit between the sections. It makes no sense to me that the western section of what it shows as Clacton Road would be called Clacton Road in Elmstead parish on the Colchester side as it is heading away from Clacton with respect to the village, but towards Colchester (based on how most roads seem to be named).
I don't know which source is authoritative, but I would argue the highway authority have made a mistake when entering their data.
That is not necessarily the Highways Authority. This Local Council planning department will have a documented way of creating street names, and must hold a definitive list of street names. They make this available nationally via the "National Street Gazetteer''. The "National Street Gazetteer" is the definitive source of street names. It can be viewed via the findmystreet website, but I believe it has copyright blocking use in OSM? The National Street Gazetteer gives the name of the road in question as Clacton Road, which is the official name.
