I've been improving the count accuracy of place=village|town|city
tags<br>

I come across a few that requires clarification. Relations with
place=village|town|city and various admin_level tags.<br>

First, an overall Question:<br>
Are there valid reasons for including place=village|town|city tags
in boundary=administrative relations?<br>
<br>
Breaking it down:<br>

As far as I'm aware admin_level=11 doesn't apply in Britain. <br>

They don't have the boundary=administrative, so the admin_level tag
has no meaning. <br>

They appear to have been added by one contributor. Some of the
polygons appear very rough.<br>

I contacted him a couple of years ago. He didn't explain the
admin_level=11 tag & was vague about the paid mapping.<br>

I don't see these as adding quality to OSM & would be happy to
see them removed.<br>

These are mostly councils/parishes/Welsh communities but are they
individual places? Most encompass multiple towns & villages.<br>
